The Ministry of Environmental Protection performs state administration tasks related to:

Environmental protection, system of protection and improvement of the environment, national parks, inspection in the field of environmental protection, application of scientific and technological research results and development research in the field of environment, implementation of the Convention on public participation, access to information and the right to legal protection in the field of environment, nature protection, air protection, protection of the ozone layer, climate changes,  cross-border pollution of air and water, protecting water from pollution to prevent deterioration of surface and groundwater quality, determining the conditions of environmental protection in spatial planning and construction of facilities, protection against major chemical accidents and participation in response to chemical accidents, protection against noise and vibration, protection against ionizing and non-ionizing radiation, management of chemicals and biocidal products, the implementation of the Chemical Weapons Convention in accordance with the law, waste management, excluding radioactive waste, approving cross-border traffic of waste and protected plant and animal species, as well as other activities determined by the law.

The Serbian Environmental Protection Agency, as a body within the Ministry of Environmental Protection, with the status of a legal entity, carries out expert tasks related to:

  • Development, harmonization and management of the national information system for environmental protection (monitoring of national environmental factors through environmental indicators, pollutant register, etc.);
  • Implementation of national monitoring of the air and water quality, including the implementation of established programs for the control of air quality, surface waters and underground waters
  • National Laboratory Management
  • Collection and unification of environmental data, their processing and production of environmental reports and implementation of environmental policy;
  • Development of procedures for processing environmental data and their assessment;
  • Keeping data on best available techniques and practices and their application in the field of environmental protection;
  • Cooperation with the European Environment Agency (EEA) and the European Information and Observation Network (EIONET), as well as other tasks determined by the law.

The Ministry of Agriculture, Forestry and Water Management among other things, carries out state administration tasks related to: structural policy and land policy in agriculture, measures of incentives for the improvement of agricultural production, protection and use of agricultural land, agricultural  inspection, agricultural land management, establishing and managing an information system on agricultural land in the Republic of Serbia, allocation of funds for monitoring the realization of the annual program of protection, arrangement and use of agricultural land in the Republic of Serbia,  monitoring the development of the Agricultural Fund of the Republic of Serbia and its realization, keeping a register of agricultural bases of local self-government units.

Pursuant to the law and the Statute, Provincial Secretariat for Agriculture, Water Management and Forestry shall perform duties of the Provincial Administration in the field of agriculture, water management, forestry, hunting, cattle breeding, aquaculture, apiculture and veterinary medicine, pertaining to preparation of acts for the Assembly and the Provincial Government which shall stipulate: adoption of the programme of measures for supporting implementation of agricultural policy; conditions and methods of distribution and use of profits made from the use of agricultural land; establishing of the separate budget where funds generated from the use of agricultural land shall be directed; establishing of the budgetary fund for waters, forests and hunting; defining of professional activities aimed at improving agricultural production; establishing and assuming of agricultural extension services and exercising of founder’s rights over them; establishing of forecasting and reporting services and exercising of founder’s rights over them; proposing of conditions for export and import of agricultural products to the competent ministry; adoption of the long-term programme of measures for implementation of the farming programme for the territory of the AP Vojvodina and the annual programme for its implementation; establishing of the Scientific and Expert Council for Cattle Breeding; enactment, implementation and monitoring of standard and extraordinary protective measures against external and internal waters; management of water resources, artificial and natural watercourses in the territory of the AP Vojvodina; enactment of planning documents in the field of integrated water management; establishing of the public company for water management in the territory of the AP Vojvodina and exercising of founder’s rights over it; establishing of the public company for forest management in the territory of the AP Vojvodina and exercising of founder’s rights over it. Within the scope of its activities, it shall monitor, supervise and assist the work of public companies and public services, founded by the AP Vojvodina.

The Provincial Secretariat for Urban Planning and Environmental Protection shall: control the exploitation and protection of natural resources and assets on the territory of AP Vojvodina; provide continuous control and monitoring of the state of the environment; give conditions for securing the measures and terms for the environment protection, upon the request of the competent body, in charge of preparing and enacting of spatial and urban plans, and on the grounds of the conditions and opinions of the competent expert organisations- take part in the process of preparing and enacting of spatial, urban and other plans (spatial plan and the grounds for the exploitation of agriculture soil, forest soil plan, water management plan and hunting management plan, as well as programmes for the improvement of fishing at the fishing areas and other plans).

Ministry of Mining and Energy is responsible for overall mining and geological research management in the country. Its mandate includes, inter alia, strategy and policy development of natural resources; research relating to the exploitation of natural resources; norms and standards for geological maps; and mining and geological inspection. MoME receives the data from mining companies, including intensity of their pressures on the land and surface re-cultivation. Sector for Geology and Mining will lead the IPA-funded project focused on developing the Cadaster of mining waste.
